The Gathering Red Storm

It’s difficult to not look at world events these days and feel as though we are sitting on a ticking time bomb. Things are heating up even more and the clock is now at about 30 seconds to midnight.

One wonders where all this will lead… Well, if the current course is kept, straight into hell, probably. That is by design and has been planned on for a very long time.

If it comes to war, one joint Russia/China plan is for Russia to nuke the hell out of the continental United States. After Obama has finished decimating what is left of the US nuclear arsenal of course. The Russians will then invade Alaska and parts of Canada, but not the lower ’48. China will then invade across the Pacific. They will lose millions of troublesome young men, but they eventually get a foothold. Then their allies in Latin America will invade across the Mexican border… and the Red Dawn will break.

You can count North Korea in that mix as well. It has always been the plan of the Russians to use Iran as a proxy army to take control of the Middle East and the energy resources at play. But would any of them really come after the US?

The answer to that question is a definitive ‘yes.’ Being separated from most of our enemies by an ocean gives us the illusion of safety, but that should have been shattered after 9-11. However, America’s apathy runs deep these days and most people fell back to sleep or into an encompassing lethargy when a would-be dictator started trashing the Constitution and our God given rights. While we tear ourselves apart as a nation, our enemies are salivating, awaiting the right opportunity to strike.

I contend that Obama is setting us up for just such an attack. And as Trevor Loudon astutely points out, it will most likely come from several enemies at once. With a depleted nuclear arsenal and a massively weakened military, the hour is drawing nigh that an attack will be forthcoming. Think about it… if you were our powerful enemies, what would you do? You would attack of course when your enemy is at their weakest financially and militarily – like right about now. Consider this scenario:

• North Korea launches 2 or 3 EMPs over the United States with no warning, or so little that we have no time to take evasive measures.
• Russia invades Alaska and parts of Canada.
• China launches an attack via the Pacific Ocean with millions of soldiers. The sheer numbers alone would overwhelm our current defenses.
• Iran, Venezuela and Cuba attack from the South. With a fully open border and with no guard there whatsoever, hordes of terrorists would slash their way through with absolutely no pity or remorse for the bloody trail of bodies left behind.

Now consider if these all happen at once. Not possible, you say? Why not? Both Russia and China have been busy building their military forces up, while we have been scaling radically down in that arena. Iran now has nuclear capability as does North Korea. Aside from the energy resources in the Middle East, what would be the biggest prize ever? Bringing down America, invading her and conquering a once free nation. All our enemies need to do is team up, pillage and plunder, then divide the spoils of war. See Sun Tzu. It would be the ultimate redistribution of wealth.

If that is not enough to haunt your dreams, consider this… What if Progressives made deals for themselves with our enemies while betraying our closest ally? For land, resources, slaves, security, power… No? Then tell me why we are being so cozy with the Chinese, or the Muslim Brotherhood, or the Russians for that matter. With Obama’s reelection, he can be much more flexible. Why is Obama deliberately bankrupting our nation? And why is money massively being withdrawn from our banks? It seems to me that Obama and the Communists are really close in their goals for this country. Just this last week, CPUSA was cheering Obama on gun restrictions.

Remember, Communism as articulated in the various Communist documents, asserts that nobody owns anything – that the group owns everything. But because in practice that doesn’t work, an elite self-appointed overclass takes control and endeavors to enforce the ideals of Communism on the proletariat. Thus, implementing in practice a form of fascism, nominally called “Communism.” The Muslim creeds implement an unabashed fascism from the beginning. So our enemies all have fascism in common. Even those regimes that are nominally Communist, wind up implementing fascism because completely decentralized control doesn’t work when there is no ownership. You see, our enemies have a lot in common ideology wise and they all want the United States’ land and resources.

So, while our Progressives have been calling for the end of the Constitution, the Chinese have been busy buying up billions in real estate here in the US. They are now buying up our utilities and natural resources as well. They are buying up major companies such as battery makers as well. This is just Communist foreplay. The problem with the US is that we are an instant gratification society. Long range planning for us is what is for dinner tonight. Long range planning for our enemies is the demise and conquest of America.

We hear very little in the media about what is facing us militarily. Even Pravda sees more clearly what is going on in the States than many Americans do. As the gathering red storm advances on America, will we react in time to save ourselves? When the EMPs fly, it’s a little too late to rally the troops to our defense.

As Trevor Loudon and I have discussed numerous times, the Cold War never went away… it merely shifted. Communists never went away either – they are plentiful and infiltrated throughout our government and institutions. With the election of an avowed Marxist, they are emboldened and have whet their appetite for the downfall of a once great nation and the rise of a monolithic fascist regime, desired in their eyes and hearts, hopefully worldwide.

The Progressive’s most potent tool is propaganda, which the media and Hollywood (who are the toadies of Obama and the Leftists) wield masterfully as a powerful weapon with which to continuously bludgeon America, trying to force her into submission.

Enter a new television series premiering on FX on Jan. 30th – The Americans.

The series takes place in the early 1980s, where two KGB agents pose as an American married couple embedded in Washington DC. Their union was arranged in the old country, but glorified in America as our media works arduously at making you feel for these Russkies. Ah, young Commie spy love! Mix in some nationalism, anti-Americanism and violence and you have a new series that will blow America away (they wish).

And as Glenn Beck has predicted many times, the mask is totally coming off. The producers are not shy in stating who Americans should be rooting for:

“It might be a little different to believe and get used to, but we want you to root for the KGB,” said EP Joel Fields. “They’re going to try to get the Soviets to win the Cold War.”

History knows they’re fighting a losing battle, but the creative team behind the high-profile launch expressed a confidence that more than enough time has passed for American audiences to not hold a grudge.

“If you tried to tell a story like this about al-Qaeda now, it would be impossible; no one would want to hear it,” Fields continued. “I feel even the same could have been said up to 10 years after the cold war ended.”

Get that? Americans should now cheer for the Commies, because hey… we’re all Communists now. And the closing pitch? Well, take a gander:

As a closing pitch to root for the bad guy protagonists, Weisberg said he wanted viewers to take a hard look at both sides of the Cold War.

“These were these really competing value systems,” he said. “And there’s no question that repressive socialism failed, but unbridled consumption hasn’t exactly led to great satisfaction — and one problem is how do we express that dramatically.”

Well, rock me Putin! We should all hail Stalin and just ditch that pesky Constitution. Not. This is one Conservative Constitutionalist who will watch at least the first couple of episodes to record them in KeyWiki. In fact, they’ll get their very own page – how’s that for infamous?

But, it’s not just our television shows that are replete with Marxist propaganda or our movies, produced by Progressives. Nor is it just Marxist actors and actresses or music performers. We are assailed by it these days everywhere we turn. It’s the ultimate in peer pressure – go Commie! Be cool!

Simply look at the President’s upcoming inauguration tomorrow (which I will NOT be watching). Above and below, you can see posters that are being hawked in DC depicting Obama as the second coming. It is the ultimate blasphemy. Running only a close second to Obama using children as human shields when railing on cable against the Second Amendment.

The Left would have us worship at the bloody feet of Obama – not happening. And the propaganda is insidious – watch your favorite shows very closely, you will see where it has been woven into the plots and commercials. Our media now goes where dictators in the past never had the means to go and boldly, I might add.

Then there is the other face of this chaotic coin. What you don’t hear. While Americans rightfully took to the streets in protest of Obama’s anti-gun tactics, he was pushing a full-frontal anti-Netanyahu PR campaign in Israel.

I was reading Y-NET News Saturday morning (January 19, 2013), which is a popular English language VERY LEFTIST Israeli News Web Site, where they had published an editorial CASTIGATING Prime Minister Netanyahu for NOT listening to Obama.

Obama will never be satisfied until both America and Israel are on their knees awaiting gutting by our enemies. I hope Netanyahu gets reelected and tells Obama to get his Marxist snout out of Israel’s business and go straight to hell.

So, always look at what Obama is doing with one hand while he is shredding the Constitution with the other. He is not content with the level of propaganda currently, so he is going turbo by creating a mass organization promoting – well, him:

President Obama will remake his presidential campaign into a massive new movement devoted to supporting his agenda, an unprecedented move that creates a brand new political organization devoted not to a Party, not to an idea – but to one charismatic leader.

The group, to be called Organizing for Action, opens for business Sunday, the day Obama is officially inaugurated.

If this type of organization has existed before in American politics on any similar scale, I’m not aware of it.

There are excellent reasons why we haven’t had mass groups devoted to powerful leaders in this country. Our whole system of government is designed to provide checks to protect against the accretion of too much power, to forestall mob rule. A mass organization that does the bidding of a single individual who also happens to be the president of the United States undermines such intentions.

And — wait for it — it is ‘non-profit.’ What a horrific joke.

Propaganda for the masses in fascist moves that would make Hitler blush. You can no longer trust the news or the media, with few exceptions.

One of the running jokes throughout most of the Soviet dominion over Russia was this assessment of the two newspapers by the non-Communist citizenry: “There is no Pravda in Izvestia and there is no Izvestia in Pravda” or in English: “There is no truth in News and there is no news in Truth.” But this was said carefully and to people who would not report you to the Central Committee. Which, I hear, Barack Obama is forming as I write this.

As the names of the main Communist newspaper and the main Soviet newspaper, Pravda and Izvestia, meant “the truth” and “the news” respectively, a popular Russian saying was “V Pravde net Izvestiy, v Izvestiyakh net Pravdy” (In the Truth there is no news, and in the News there is no truth).

Obama the Chicken is Being Plucked

January 29 through the 31^st, 5% of the sheriffs in America are in Las Vegas Nevada, learning how to tell the Federal government agents to pack sand and get out of town. 20% of the 50 United States of America have been presented with lawsuits and or legal filings challenging the eligibility of Barack Obama to be on the ballot for the 2012 election.

Congressional representative Lt. Col Allen West summed up the American people's feelings for the Obama administration today when he told Obama, Nancy Pelosi and Harry Reid to, "Get the hell out of The United States of America!". His talk can be seen here.

Ten people will be murdered today in Mexico with guns provided to drug cartels by Eric Holder, the United States Attorney General. Politicians are calling for him to resign. Resign??

There is enough evidence presented to Congress to arrest him and prosecute him for an Act of War against the nation of Mexico, accessory to murder of thousands of innocent citizens in Mexico and America as well as the murder of United States Border Patrol agent Brian Terry. Resign?? Besides sending illegal guns to Mexico, Holder and his associates sold guns to criminal street gangs inside the United States where the guns will be used inside the United States. It will take years to find the thousands of guns these criminals sold to killers.

Eric Holder and his criminal operatives in his office and the Department of Justice need to be dragged out in handcuffs, jailed with no bail and put on trial with a jury of American citizens who are not federal government employees.

Like a dead chicken being plucked, Obama has lost his power and his support. Six months or so ago, French President Sarkozy called Obama, "Insane". Other world leaders have publicly called him incompetent and other derogatory names.

Since then, major news in America has been slowly, quietly, as if testing the waters, pointing out Obama's faults and crimes. Little by little they are feeding America, and the World, the truth about the man they fought so hard to cover up for these past four years. Feather by feather, the chicken known as Obama, is being plucked. The most hated psychopath on Earth and his administration are going to be thoroughly plucked, gutted, tossed in an oven, cooked and devoured. And like any dead carcass with no use, Obama and his faithful supporters will be thrown onto a garbage heap until they rot to nothing.

The thing known as Obama is committing one large theft after another of the American people's money, work and trust. He is the most disgusting example of human life we have ever witnessed.

Like all stupid people, he thinks everyone else is stupider than he is. There is, however, one thing he has done well. Every facet of American life and business has gone down considerably, except for foreclosures, unemployment, bankruptcies and business closures.

The mistake he made was to think that We the People, would just sit back and take his arrogant insulting crap.

Pamela Barnett was a plaintiff in a case brought by Orly Taiz demanding proof that Obama was eligible to be President. That court arrogantly and illegally refused to hear their complaint. Pamela Barnett's character reflects that of most Americans: When you treat her like a dog, she'll jump up and bite you. And it is working. Obama has been denied to be on the primary ballot in Alabama until he proves he is eligible. Georgia has a ruling pending in 3 weeks (by February 5th, 2012) to keep Obama off the ballot until he can prove he is eligible.

The amazingly tenacious, Carl Swensson, fighting to get Obama out of the office of the President, by knocking on every official's door he could find for four years, finally found two government employees who were not traitors and took their Oath of Office seriously: The Georgia Secretary of State, Brian Kemp and Deputy Chief Judge Michael Malihi of the Georgia Office of Administrative Hearings. And quit being a jerk. Send him 5 or 10 bucks for his legal bills. His wife wants him home to spend more time with the cat. Carl Swensson credits his wife for his stamina in being able to run his business and being able to expend the energy and the capital in fighting the treasonous federal elected employees.

Only a Natural Born Citizen can be President. There are at least three US Supreme Court cases defining Natural Born Citizen. The Us Constitution refers to "The Law of Nations", which defines Natural Born Citizen. There are dozens of letters of correspondence from the signers of the Declaration of Independence and creators of the US Constitution defining Natural Born Citizen. The United States Congress, in the past nine years has made eight unsuccessful attempts to change the wording of the US Constitution to say that foreign born or children of foreign born parents can be the President of the United States of America. These elected employees have repeatedly proven that they know damn well what a Natural Born Citizen is. The record is clearly established, through over 250 years of acknowledged definition that Natural Born Citizen is a person born on American soil, to PARENTS plural. For liberals and democrats and other traitors, that means that in order for a person to be our President, the stork has to deliver him inside America and both his mommy and daddy must be citizens of the United States of America.

So, Georgia, Alabama, Tennessee, Illinois, Massachusetts, New Hampshire, California, Hawaii and Arizona have either lawsuits filed or ballot challenges filed to keep Obama off the ballot until he can prove he is eligible to run for election. Activities are going on in 26 other states, with the same goal in mind, to keep Obama off the ballot, unless he can prove he is eligible to run. This is further proof that it is the states that control the federal government and not the other way around. The federal government is a group of full time employees managing certain pertinent affairs concerning the states. These permanent employees are managed by part-time employees called politicians, which are periodically elected by the People. They are all expendable. It is these temporary employees who we accuse of committing treason and other High Crimes against the citizens of America as well as other Nations of the World..

In New Hampshire, Orly Taitz. appeared before election officials asking them to take Obama off the ballot because he is not eligible. Their response was basically, "Well, we don't have to look at any evidence. We take the man for his word."

The crowd attending, We the People, erupted with shouts of "Traitors!....Treason!!". The sissy boy assistant attorney General got so scared he ran into another room, locked the door and called the State police to protect him. (The police are "investigating". Which, in New Hampshire, means "You get what you pay for.")

This is a good place to learn how people are fighting Obama across the USA.

In business, we realize that the Internet was invented to destroy your competition. And it works in politics too. As seen in Greece, Italy and across North Africa. Obama is such an IDIOT!

When his eligibility problem came up in 2008, because of a phony Birth Certificate he presented, he said, "Ah, people will forget about that in two weeks." Since then, millions of people have tried countless ways to get a case into court to compel Obama to prove he is eligible to hold the office of President.

Until Carl Swensson's case, not one of 40 or so lawsuits against Obama has been able to make it to court. Judges from coast to coast muttered the terminology of, "You don't have standing." Telling the American People that they do not have a right to question if someone is eligible under our constitution to hold the office of President. We believe these judges are guilty of Treason against the American People and should be arrested and put on trail for it.

I can not scream loud enough to express the absolute RAGE that the American People have against the criminal syndicates, known as the Federal Government and Republican and Democratic political parties.

Only because of the Internet have we been able to inform the World of the criminal activities of the Obama administration. Major news has been overwhelmingly vicious in their attempts to keep the Obama administration crimes secret. They have done everything they could to ridicule, insult, vilify and harass any person they invited on their shows to "discuss this issue". We the People, believe they also are complicit in committing Treason against the American People.

Because of their traitorous actions, they have lost huge numbers of TV viewers and newspaper readers. Newspapers across the country are going broke and they are too stupid to figure out why. Here's a clue: People are not stupid and they do not like being lied to and played for suckers.

We the People, with the Internet news sites we own, are bigger than major news. We have more investigators, more reporters, more audience and much more news produced every month. What we don't have, that major news does have, is the financial support from large corporations. Maybe because large corporations are profiting so well from a fascist government.

We the People, are bigger than the Federal government. We have more people and more guns. If the Federal government was not afraid of us, they would already have tanks in the streets and fighter jets and bombers in the air, as they did in Libya and countless other countries.

Most people in control of the armaments of the Federal government know that We the People do not want war with our government. We just want them to get their policies the hell out of the United States of America. We the People, would prefer they be put in prison for the rest of their twisted rotten lives. Myself, I would prefer to see the male traitors put in a 50 foot deep hole, the size of a football field, fill a horse trough with water once a week and send down a live cow once a month. Punishment for the female traitors, including Nancy Pelosi and Hillary Clinton, I would send them to a bordello in Bolivia, Mogadishu or some other hell hole.

We don't need no stinkin' commies, Marxists, fascists or socialists. And we sure as Hell, don't want some criminally insane imitation of a man making orders, thinking he can murder anyone, anywhere on Earth, or put American citizens in secret prisons, even if he does have a phony birth certificate.

Unless he can PROVE he is eligible to hold the office of President, which he can't under his own admissions, every law, treaty, agreement or promise he has made are null and void. An incredible amount of criminal charges, including fraud for every donation he took, up to Sedition (creating contempt for your government) to Treason as well as a myriad of criminal charges against every Congressman who supported him, the managers of the Republican National Party and the Democratic National party, every one of the 50 Secretaries of State who allowed him on the ballot, Hawaii Department of Health employees who lied about his Birth Certificate and the list goes on and on.

Americans are finally understanding why, in many countries in the World, when new people take power, they have a purge of the old system by getting rid of the old regime through murder or imprisonment. In America, we would need to purge a minimum of 600,000 people from our elementary, junior and high schools, universities, city, county, state and federal government, newscasters, news station owners, newspaper writers, newspaper owners and the list can be huge to get rid of the anti-American traitorous degenerates.

When Obama and his associates are removed from American society, as We the People want to, We are ready to and We will gladly, extend our friendship to the many nations in this home we call Earth.

Until then, to the many world leaders who did not bother to ask the one simple question: "Who is Barack Hussein Obama?" I have this to say: "Congratulations smart guy. How's it feel to be played for a sucker?" We saw you laughing your butts off, knowing Obama was going to strip us dry and give the money to your gangster banker friends. We don't see you in your elevated shoes with your botched plastic surgery face's wives, laughing too much now. We see your cities falling like dominoes to Islamic immigrants. We see your cities burning on the nightly news. We see your cities as residence of the most raped women on Earth. Family fortunes, intact for centuries, evaporated like a drop of water on a red hot skillet. Chaos, ruin, destruction. All because your pea brained minds were too drunk with power and you were mesmerized with an insatiable greed. You saw the biggest fraud in history standing right in front of you and were so stupid, you actually thought you were the bird and not the worm.

To the People of this world, who are suffering from the policies of Obama, I say to you all: "So do something about it. Go to any Internet site you know that is fighting the corrupt American government and donate some cash or offer to help in some way to spread their news. That is the least that any honest person can do."

And to the people who voted for Obama, because he was going to steal our money and our creations and fraudulently turn them over to you: "How's that Hope and Change working out for you?"

"It must be said, that like the breaking of a great dam, the American decent into Marxism is happening with breath taking speed, against the back drop of a passive, hapless sheeple, excuse me dear reader, I meant people.


"True, the situation has been well prepared on and off for the past century, especially the past twenty years. The initial testing grounds was conducted upon our Holy Russia and a bloody test it was. But we Russians would not just roll over and give up our freedoms and our souls, no matter how much money Wall Street poured into the fists of the Marxists.


"Those lessons were taken and used to properly prepare the American populace for the surrender of their freedoms and souls, to the whims of their elites and betters."


Those words, complete with grammatical and punctuation errors, are the opening paragraphs of a column written by Stanislav Mishin, and posted on the English version Web site of Pravda, Russia's largest newspaper.


How ironic is it that a Russian feels the necessity to chastise America for what he perceives to be a bedrock change in our philosophy and actions? When a Russian writer believes our country has surrendered out "freedoms and souls," how much trouble are we in?


Plenty.


The Thinking Catholic Strategic Center defines Marxism as, "The economic, social, political, pseudo-scientific philosophy, theory, belief, or system based on the works of Karl Marx of Germany. The theory seeks the elimination of the notion of private property in order to gain control of the economic 'means of production' by taking it from the bourgeois (the wealthy or propertied class) for the benefit of the proletariat (working class.) His philosophy of history was called "historical materialism" in which his goal was to bring about the end of history, by means of an eventual perfect, classless, utopian society he called communism."


Does anything in that definition ring a bell? The government takeover of two of America's largest auto manufacturers; government control of our banking system; the so-called "cap and trade" bill, which would place the government in control of energy; the administration's health care plan that would dictate who gets treatment, when and whether they are eligible. And Americans sit quietly - sheeple - while our freedoms slip away and our Constitution is shredded.


Mishin continues: "First, the population was dumbed down through a politicized and substandard education system based on pop culture, rather then the classics. Americans know more about their favorite TV dramas then (sic) the drama in DC that directly affects their lives. They care more for their 'right' to choke down a McDonalds burger or a BurgerKing burger than for their constitutional rights. Then they turn around and lecture us about our rights and about our 'democracy'. Pride blind the foolish.


"Then their faith in God was destroyed, until their churches, all tens of thousands of different 'branches and denominations' were for the most part little more then Sunday circuses and their televangelists and top protestant mega preachers were more then happy to sell out their souls and flocks to be on the 'winning' side of one pseudo Marxist politician or another. Their flocks may complain, but when explained that they would be on the 'winning' side, their flocks were ever so quick to reject Christ in hopes for earthly power. Even our Holy Orthodox churches are scandalously liberalized in America.


The final collapse has come with the election of Barack Obama. His speed in the past (six) months has been truly impressive. His spending and money printing has been a record setting, not just in America's short history but in the world. If this keeps up for more then (sic) another year, and there is no sign that it will not, America at best will resemble the Wiemar Republic and at worst Zimbabwe."


Russians who have tasted and are savoring bits and pieces of democracy are alarmed at the lethargy of today's America. How, they wonder, have baseball scores become more important to us than the voting record of our legislators? How have we become so dependent on our government's largess that we willingly surrender our right to be responsible for our own lives?


It is ironic that Americans, who once felt superior to every other country in the world, are being told that we have grown lazy, ignorant and apathetic. And we are hearing that from a country that once represented everything we scorned, but now seem eager to accept.


So, how did we get here? While we can blame the government for the mess we're in today, we are shirking the responsibility for our own lives. The slide began in our homes with parents who were - and are - too distracted to provide traditional guidance to their children. It leaks into schools where teachers and administrators have assumed a parental role filtered through political correctness, who deem it appropriate to teach sex education to kindergartners but are unable to find time to say the Pledge of Allegiance and salute the flag. From there, it continues into our churches where too many religious leaders don't want to offend parishners whose donations they depend on for support. And in some churches, anti-Constitutional rhetoric and sermons are the rule, not the exception, and the focus is on social adaptability, not on Christian tenants.
And so it goes up the food chain, while Americans sit silently and count on Somebody Else to handle our problems.

First came the announcement of a planned redesign of the American Byzantine tax system, by the very thieves who used it to bankroll their thefts, loses and swindles of hundreds of billions of dollars. A pathetically few senators, congressmen and members of the media are beginning to question Obama's increasing reliance on so-called "czars." Many of these "czars" have Cabinet-level responsibilities, but lack Cabinet-level accountability. They have the power to dictate policies but they have not been through Senate confirmation hearings.

According to a recent report in the Wall Street Journal, "This is a first-rate power grab by a power-hungry president. The great thing about czars is that they operate with impunity and they are under the radar when it comes to making policy. They are accountable to nobody, except the administration."

ABC TURNS PROGRAMMING OVER TO OBAMA; NEWS TO BE ANCHORED FROM INSIDE WHITE HOUSE

On the night of June 24, the media and government become one, when ABC turns its programming over to President Obama and White House officials to push government run health care -- a move that has ignited an ethical firestorm!

Highlights on the agenda:

ABCNEWS anchor Charlie Gibson will deliver WORLD NEWS from the Blue Room of the White House.

The network plans a primetime special -- 'Prescription for America' -- originating from the East Room, exclude opposing voices on the debate.

The Director of Communications at the White House Office of Health Reform is Linda Douglass, who worked as a reporter for ABC News from 1998-2006.

Late Monday night, Republican National Committee Chief of Staff Ken McKay fired off a complaint to the head of ABCNEWS:

Dear Mr. Westin:

As the national debate on health care reform intensifies, I am deeply concerned and disappointed with ABC's astonishing decision to exclude opposing voices on this critical issue on June 24, 2009. Next Wednesday, ABC News will air a primetime health care reform “town hall” at the White House with President Barack Obama. In addition, according to an ABC News report, GOOD MORNING AMERICA, WORLD NEWS, NIGHTLINE and ABC’s web news “will all feature special programming on the president’s health care agenda.” This does not include the promotion, over the next 9 days, the president’s health care agenda will receive on ABC News programming.

Today, the Republican National Committee requested an opportunity to add our Party's views to those of the President's to ensure that all sides of the health care reform debate are presented. Our request was rejected. I believe that the President should have the ability to speak directly to the America people. However, I find it outrageous that ABC would prohibit our Party's opposing thoughts and ideas from this national debate, which affects millions of ABC viewers.

In the absence of opposition, I am concerned this event will become a glorified infomercial to promote the Democrat agenda. If that is the case, this primetime infomercial should be paid for out of the DNC coffers. President Obama does not hold a monopoly on health care reform ideas or on free airtime. The President has stated time and time again that he wants a bipartisan debate. Therefore, the Republican Party should be included in this primetime event, or the DNC should pay for your airtime.

Understanding the House Democrats’ health care bill

Yesterday I posted and described the draft Kennedy-Dodd health care bill. Today I would like to do the same for an outline produced by House Democrats.

Here is a three-page outline of “Key Features of the Tri-Committee Health Reform Draft Proposal in the House of Representatives,” dated yesterday (June 8, 2009).

The three committees are:

• The House Ways & Means Committee, chaired by Rep. Charlie Rangel (D-NY). The Health Subcommittee is chaired by Rep. Pete Stark (D-CA).
• The House Energy & Commerce Committee, chaired by Rep. Henry Waxman (D-CA). The Health Subcommittee is chaired by Rep. Frank Pallone, Jr. (D-NJ).
• The House Committee on Education & Labor, chaired by Rep. George Miller (D-CA). The Health, Employment, Labor and Pensions Subcommittee is chaired by Rep. Robert Andrews (D-NJ).

The document suggests this is a joint product of the three committees and/or their subcommittees. My sense, however, is that it is Speaker Pelosi who is driving the bus. This is in contrast to the Senate, where the committee chairmen (Kennedy/Dodd and Baucus) appear to have the pen, in less well-coordinated efforts.

Kennedy-Dodd and the House bill outline are remarkably similar. Whether this represents House-Senate coordination or parallel thought processes is unclear.

I think the easiest way for me to present the House bill outline is in comparison with the Kennedy-Dodd bill. So here my description from yesterday of the Kennedy-Dodd bill, with today’s comparison to the House bill outline in red. I hope it’s comprehensible and useful this way. If you read yesterday’s post, you can skim the text in black and focus on the new text in blue.

Here are 15 things to know about the draft Kennedy-Dodd health bill and the House bill outline.

1. The Kennedy-Dodd bill would create an individual mandate requiring you to buy a “qualified” health insurance plan, as defined by the government. If you don’t have “qualified” health insurance for a given month, you will pay a new Federal tax. Incredibly, the amount and structure of this new tax is left to the discretion of the Secretaries of Treasury and Health and Human Services (HHS), whose only guidance is “to establish the minimum practicable amount that can accomplish the goal of enhancing participation in qualifying coverage (as so defined).” The new Medical Advisory Council (see #3D) could exempt classes of people from this new tax. To avoid this tax, you would have to report your health insurance information for each month of the prior year to the Secretary of HHS, along with “any such other information as the Secretary may prescribe.”

   The House bill also contains an individual mandate. The outline is less specific but parallel: “Once market reforms and affordability credits are in effect to ensure access and affordability, individuals are responsible for having health insurance with an exception in cases of hardship.”

2. The Kennedy-Dodd bill would also create an employer mandate. Employers would have to offer insurance to their employees. Employers would have to pay at least a certain percentage (TBD) of the premium, and at least a certain dollar amount (TBD). Any employer that did not would pay a new tax. Again, the amount and structure of the tax is left to the discretion of the Secretaries of Treasury and HHS. Small employers (TBD) would be exempt.

   The House bill outline also contains an employer mandate that appears to parallel that in Kennedy-Dodd: “Employers choose between providing coverage for their workers or contributing funds on behalf of their uncovered workers.”

3. In the Kennedy-Dodd bill, the government would define a qualified plan:
   1. All health insurance would be required to have guaranteed issue and renewal, modified community rating, no exclusions for pre-existing conditions, no lifetime or annual limits on benefits, and family policies would have to cover “children” up to age 26.

      The House bill outline is consistent with but less specific than the Kennedy-Dodd legislative language. The House bill outline would “prohibit insurers from excluding pre-existing conditions or engaging in other discriminatory practices.” I will keep my eye on what “other discriminatory practices” means in the legislative language. Does that mean that a health plan cannot charge higher premiums to smokers?

      Like the Kennedy/Dodd bill, the House bill outline would preclude health plans from imposing lifetime or annual limits on benefits: “Caps total out-of-pocket spending in all new policies to prevent bankruptcies from medical expenses.” This would raise premiums for new policies.

      The House bill outline “introduces administrative simplification and standardization to reduce administrative costs across all plans and providers.” I don’t know what this means, but suggest keeping an eye on it.

   2. A qualified plan would have to meet one of three levels of standardized cost-sharing defined by the government, “gold, silver, and bronze.” Details TBD.

      Same: “… by creating various levels of standardized benefits and cost-sharing arrangements…”. It also contains this addition relative to Kennedy-Dodd: “… with additional benefits available in higher-cost plans.”

      But note the “various levels of standardized benefits.” This appears to be more expansive government control of health plan design than in the Kennedy-Dodd draft.

   3. Plans would be required to cover a list of preventive services approved by the Federal government.

      This is unspecified in the House bill outline. We’ll have to wait to see legislative language. The House bill would require plans to “waive cost-sharing for preventive services in benefit packages.”

   4. A qualified plan would have to cover “essential health benefits,” as defined by a new Medical Advisory Council (MAC), appointed by the Secretary of Health and Human Services. The MAC would determine what items and services are “essential benefits.” The MAC would have to include items and services in at least the following categories: ambulatory patient services, emergency services, hospitalization, maternity and new born care, medical and surgical, mental health, prescription drugs, rehab and lab services, preventive/wellness services, pediatric services, and anything else the MAC thought appropriate.

      This appears parallel but is less specific for now: “Independent public/private advisory committee recommends benefit packages based on standards set in statute.” I find the “standards set in statute” interesting. It suggests that provider and disease interest groups will have two fora in which to lobby for their benefits to be mandated: Congress, and the advisory committee.

   5. The MAC would also define what “affordable and available coverage” is for different income levels, affecting who has to pay the tax if they don’t buy health insurance. The MAC’s rules would go into effect unless Congress passed a joint resolution (under a fast-track process) to turn them off.

      The House bill outline is silent on this.

4. Health insurance plans could not charge higher premiums for risky behaviors: “Such rate shall not vary by health status-related factors, … or any other factor not described in paragraph (1).” Smokers, drinkers, drug users, and those in terrible physical shape would all have their premiums subsidized by the healthy.

   The House bill outline says it would “prohibit plans [from] rating (charging higher premiums) based on gender, health status, or occupation and strictly limits premium variation based on age.” If the bill were to provide nothing more, this would appear to parallel the Senate bill and preclude plans from charging higher premiums for risky behaviors.

5. Guaranteed issue and renewal combined with modified community rating would dramatically increase premiums for the overwhelming majority of those Americans who now have private health insurance. New Jersey is the best example of health insurance mandates gone wild. In the name of protecting their citizens, premiums are extremely high to cover the cross-subsidization of those who are uninsurable.

   The House bill outline is silent on guaranteed issue and renewal. I’m going to make an educated guess that the bill includes these provisions as part of “other discriminatory practices,” and they have just left them out of the outline. Given the philosophy behind this outline (with which I disagree), it would be a striking omission. But for now, the outline says nothing specific on these topics.

6. The bill would expand Medicaid to cover everyone up to 150% of poverty, with the Federal government paying all incremental costs (no State share). This means adding childless adults with income below 150% of the poverty line.

   The House bill outline “expands Medicaid for the most vulnerable, low-income populations,” so we have no specifics other than that there’s an expansion. I cannot tell if this is expanding eligibility or benefits. The outline also “improves payment rates to enhance access to primary care under Medicaid.” I assume this means the bill would expand the Federal share paid of each dollar spent by a State Medicaid program on primary care, rather than the Federal government actually mandating specific payment rates to be implemented by States. Federal micromanagement of specific Medicaid provider payment rates was eliminated in the mid 1990’s.

7. People from 150% of poverty up to 500% (!!) would get their health insurance subsidized (on a sliding scale). If this were in effect in 2009, a family of four with income of $110,000 would get a small subsidy. The bill does not indicate the source of funds to finance these subsidies.

   The House bill outline has a sliding scale up to 400% of poverty. If this were in effect in 2009, a family of four with income of $88,000 would get small subsidy.

8. People in high cost areas (e.g., New York City, Boston, South Florida, Chicago, Los Angeles) would get much bigger subsidies than those in low cost areas (e.g., much of the rest of the country, especially in rural areas). The subsidies are calculated as a percentage of the “reference premium,” which is determined based on the cost of plans sold in that particular geographic area.

   The House bill outline is not specific on this point. I would not expect it to be – this is something you can tell only from legislative language.

9. There would be a “public plan option” of health insurance offered by the federal government. In this new government health plan, the federal government would pay health care providers Medicare rates + 10%. The +10% is clearly intended to attract short-term legislative support from medical providers. I hope they are not so naive that they think that differential would last.

   The House bill outline “creates a new public health insurance within the Exchange … the public health insurance option competes on ‘level field’ with private insurers in the Exchange.” There are no specifics on how the public plan would work, or on provider payment rates.

10. Group health plans with 250 or fewer members would be prohibited from self-insuring. ERISA would only be for big businesses.

    The House bill outline is silent on this point.

11. States would have to set up “gateways” (health insurance exchanges) to market only qualified health insurance plans. If they don’t, the Feds will set up a gateway for them.

    The House calls it an Exchange rather than a Gateway. While the Senate bill would tell each State, “Create a Gateway or we’ll create one for you,” the House bill outline says to each State, “We’re creating a single new national Exchange. You’re in it unless you develop your own State or Regional Exchange.”

12. Health insurance plans in existence before the law would not have to meet the new insurance standards. This creates a weird bifurcated system and means you would (probably) be subject to a different set of rules when you change jobs.

    The House bill outline appears to parallel the Kennedy-Dodd draft: “Phases-in requirements to benefit and quality standards for employer plans.” This means that new plans will be more expensive than old plans. It also means they’re creating a bifurcated system with all sorts of perverse unintended consequences for employment flexibility.

13. The bill does not specify what spending will be cut or what taxes will be raised to pay for the increased spending. That is presumably for the Finance Committee to determine, since it’s their jurisdiction.

    The House bill outline lists specific topics for changes to Medicare reimbursement:

    • Changing (how?) the Medicare reimbursement for doctors, called the “Sustainable Growth Rate” (SGR).
    • “Increasing reimbursement for primary care providers”
    • “Improving” the Medicare drug program. I won’t be surprised if, when I see the specifics, I disagree that their changes are “improvements.” In the past this has meant having the federal government mandate specific prices for drugs.
    • Cutting payments to Medicare Advantage plans.
    • Expanding low-income subsidies for seniors and eliminating cost-sharing for all preventive services in Medicare.

    The House bill outline also uses positive language to describe things that might generate budgetary savings from Medicare and/or Medicaid. The hospital readmissions point is specific. The first two points could increase or decrease federal spending, depending on the specifics.

    • “Use federal health programs … to reward high quality, efficient care, and reduce disparities.”
    • “Adopt innovative payment approaches and promote[s] better coordinated care in Medicare and the new public option through programs such as accountable care organizations.”
    • “Attack the high rate of cost growth to generate savings for reform and fiscal sustainability, including a program in Medicare to reduce preventable hospital readmissions.”
14. The bill defines an “eligible individual” as “a citizen or national of the United States or an alien lawfully admitted to the United States for permanent residence or an alien lawfully present in the United States.”

    The House bill outline is silent on this point.

15. The bill would create a new pot of money for state gateways to pay “navigators” to educate people about the new bill, distribute information about health plans, and help people enroll. Navigators receiving federal funds “may include … unions, …”

    The House bill outline is silent on this point.

This would have severe effects on the more than 100 million Americans who have private health insurance today:

• The government would mandate not only that you must buy health insurance, but what health insurance counts as “qualifying.”
• Health insurance premiums would rise as a result of the law, meaning lower wages.
• A government-appointed board would determine what items and services are “essential benefits” that your qualifying plan must cover.
• You would find a tremendous new disincentive to switch jobs, because your new health insurance may be subject to the new rules and would therefore be significantly more expensive.
• Those who keep themselves healthy would be subsidizing premiums for those with risky or unhealthy behaviors.
• Far more than half of all Americans would be eligible for subsidies, but we have not yet been told who would pay the bill.
• The Secretaries of Treasury and HHS would have unlimited discretion to impose new taxes on individuals and employers who do not comply with the new mandates. (The House bill outline is not specific on this point.)
• The Secretary of HHS could mandate that you provide him or her with “any such other information as [he/she] may prescribe.” (The House bill outline is not specific on this point.)

I strongly oppose the Kennedy-Dodd bill and the House Tri-Committee bill.
