Prospects for effective multilateral cooperation on global and transnational problems in the twenty-first century will inevitably reflect the distinct national interests and international visions of the great powers. But the identity and number of the world’s leading states is changing, creating new challenges and opportunities for global governance. The world order that ultimately results from this transition period will reflect difficult negotiations between established powers—including the United States, European Union, and Japan—and emerging ones—including China, India, and Brazil.

Common World Order Visions?

Any discussion of divergences between American and Chinese global visions must begin with some historical perspective. Over the past four decades, China has shifted its foreign policy in a breathtak-ing fashion. Once a revolutionary power bent on overturning world order, China has become a prin-cipal beneficiary of globalization and a responsible member of most international regimes, from the Nuclear Nonproliferation Treaty (NPT) to the World Trade Organization (WTO). Possessing a per-manent seat in the United Nations Security Council (UNSC) and, since November 2008, a spot in the Group of 20 (G20), it is increasingly part of the global establishment. On balance, its aims tend to be modestly revisionist, focused on securing growing weight within international institutions (such as the World Bank and the International Monetary Fund) and peacefully expanding its economic and politi-cal influence, particularly within Asia. Consistent with Chinese president Hu Jintao’s concept of a “harmonious world,” China places heavy emphasis on multilateralism—and especially the United Na-tions—as a necessary approach to the exercise of power. In some areas, particularly when it comes to national sovereignty and nonintervention, China has emerged as a more conservative power than the United States. This was especially clear during the administration of George W. Bush (20012009), when the United States—far from being a status quo power—embraced a doctrine of contingent sove-reignty.

Workshop participants perceived an ongoing, impressive shift of global power toward Asia (including China), particularly in the wake of the global financial crisis, and stressed the importance of navigating this delicate power transition in a smooth and peaceful manner.

The United States, meanwhile, enters the second decade of the new millennium with its continued global leadership role increasingly in doubt, thanks to the nation’s fiscal strains, U.S. public fatigue with fighting two large wars, and the evaporation of the bipartisan Cold War internationalist consen-sus. Given these domestic constraints, some U.S. participants anticipated a period of diminished U.S. global ambition, perhaps even retrenchment. Notwithstanding President Barack Obama’s commit-ment to international institutional reform, most anticipated that the United States would continue to pursue a mixed strategy of reliance on formal, treaty-based institutions and more ad hoc, flexible coali-tions composed of a smaller number of capable states to pursue its global agenda.

CFR Convenes “Council of Councils” Linking Leading Foreign Policy Institutes From Around the World

The Council on Foreign Relations (CFR) has launched an international initiative to connect leading foreign policy institutes from around the world in a common conversation on issues of global governance and multilateral cooperation. The mission of the Council of Councils is to find common ground on shared threats, build support for innovative ideas, and inject remedies into the public debate and policymaking processes of member countries.

The founding membership of the Council of Councils includes leading institutions from nineteen countries, roughly tracking the composition of the Group of Twenty (G20). The network will facilitate candid, not-for-attribution dialogue and consensus building among influential opinion leaders from established and emerging nations.

CFR will convene the inaugural Council of Councils conference on March 12-13 in Washington, DC. Participants will tackle four major themes at this first gathering:

—the overall state of global governance and multilateral cooperation

—the status of the nuclear nonproliferation regime (with a focus on Iran)

—the dollar's future as the world's reserve currency

—the criteria for humanitarian intervention, in the wake of regime change in Libya and the ongoing crisis in Syria

Transcripts from two on-the-record sessions of the conference, featuring President of the World Bank Robert B. Zoellick and Undersecretary of State Robert D. Hormats, will be available on CFR.org after the event.

In addition to an annual conference, the Council of Councils will provide an ongoing exchange for research and policy collaboration among its members. CFR and its international partners will experiment with new technology, using state-of-the-art videoconferencing, wikis, and mobile platforms to collectively communicate and respond to breaking crises. The group will also consider long-term structural reforms that would enhance the global governance capacity of leading international institutions.

CFR President Richard N. Haass said, "The defining foreign policy challenges of the twenty-first century are global in nature. The Council of Councils draws on the best thinking from around the world to assess emerging threats and opportunities and formulate responses to them."

Some stories have reported that he is the former prime minister of Norway, and that he was the leader of the Norwegian Labor Party for 10 years. But he recently completed an even more interesting 10-year tenure.

From 1999 through 2008, Jagland was vice president of Socialist International. What’s that? It’s exactly what the name suggests – an international organization of socialist groups who advocate for far left policies. It also boasts of “consultative status” with the United Nations.

The demise of the dollar

In a graphic illustration of the new world order, Arab states have launched secret moves with China, Russia and France to stop using the US currency for oil trading

Iran announced late last month that its foreign currency reserves would henceforth be held in euros rather than dollars.

In the most profound financial change in recent Middle East history, Gulf Arabs are planning – along with China, Russia, Japan and France – to end dollar dealings for oil, moving instead to a basket of currencies including the Japanese yen and Chinese yuan, the euro, gold and a new, unified currency planned for nations in the Gulf Co-operation Council, including Saudi Arabia, Abu Dhabi, Kuwait and Qatar.

Secret meetings have already been held by finance ministers and central bank governors in Russia, China, Japan and Brazil to work on the scheme, which will mean that oil will no longer be priced in dollars.

The plans, confirmed to The Independent by both Gulf Arab and Chinese banking sources in Hong Kong, may help to explain the sudden rise in gold prices, but it also augurs an extraordinary transition from dollar markets within nine years.

The Americans, who are aware the meetings have taken place – although they have not discovered the details – are sure to fight this international cabal which will include hitherto loyal allies Japan and the Gulf Arabs. Against the background to these currency meetings, Sun Bigan, China's former special envoy to the Middle East, has warned there is a risk of deepening divisions between China and the US over influence and oil in the Middle East. "Bilateral quarrels and clashes are unavoidable," he told the Asia and Africa Review. "We cannot lower vigilance against hostility in the Middle East over energy interests and security."

This sounds like a dangerous prediction of a future economic war between the US and China over Middle East oil – yet again turning the region's conflicts into a battle for great power supremacy. China uses more oil incrementally than the US because its growth is less energy efficient. The transitional currency in the move away from dollars, according to Chinese banking sources, may well be gold. An indication of the huge amounts involved can be gained from the wealth of Abu Dhabi, Saudi Arabia, Kuwait and Qatar who together hold an estimated $2.1 trillion in dollar reserves.

The decline of American economic power linked to the current global recession was implicitly acknowledged by the World Bank president Robert Zoellick. "One of the legacies of this crisis may be a recognition of changed economic power relations," he said in Istanbul ahead of meetings this week of the IMF and World Bank. But it is China's extraordinary new financial power – along with past anger among oil-producing and oil-consuming nations at America's power to interfere in the international financial system – which has prompted the latest discussions involving the Gulf states.

Brazil has shown interest in collaborating in non-dollar oil payments, along with India. Indeed, China appears to be the most enthusiastic of all the financial powers involved, not least because of its enormous trade with the Middle East.

China imports 60 per cent of its oil, much of it from the Middle East and Russia. The Chinese have oil production concessions in Iraq – blocked by the US until this year – and since 2008 have held an $8bn agreement with Iran to develop refining capacity and gas resources. China has oil deals in Sudan (where it has substituted for US interests) and has been negotiating for oil concessions with Libya, where all such contracts are joint ventures.

Furthermore, Chinese exports to the region now account for no fewer than 10 per cent of the imports of every country in the Middle East, including a huge range of products from cars to weapon systems, food, clothes, even dolls. In a clear sign of China's growing financial muscle, the president of the European Central Bank, Jean-Claude Trichet, yesterday pleaded with Beijing to let the yuan appreciate against a sliding dollar and, by extension, loosen China's reliance on US monetary policy, to help rebalance the world economy and ease upward pressure on the euro.

Ever since the Bretton Woods agreements – the accords after the Second World War which bequeathed the architecture for the modern international financial system – America's trading partners have been left to cope with the impact of Washington's control and, in more recent years, the hegemony of the dollar as the dominant global reserve currency.

The Chinese believe, for example, that the Americans persuaded Britain to stay out of the euro in order to prevent an earlier move away from the dollar. But Chinese banking sources say their discussions have gone too far to be blocked now. "The Russians will eventually bring in the rouble to the basket of currencies," a prominent Hong Kong broker told The Independent. "The Brits are stuck in the middle and will come into the euro. They have no choice because they won't be able to use the US dollar."

Chinese financial sources believe President Barack Obama is too busy fixing the US economy to concentrate on the extraordinary implications of the transition from the dollar in nine years' time. The current deadline for the currency transition is 2018.

The US discussed the trend briefly at the G20 summit in Pittsburgh; the Chinese Central Bank governor and other officials have been worrying aloud about the dollar for years. Their problem is that much of their national wealth is tied up in dollar assets.

"These plans will change the face of international financial transactions," one Chinese banker said. "America and Britain must be very worried. You will know how worried by the thunder of denials this news will generate."

Iran announced late last month that its foreign currency reserves would henceforth be held in euros rather than dollars. Bankers remember, of course, what happened to the last Middle East oil producer to sell its oil in euros rather than dollars. A few months after Saddam Hussein trumpeted his decision, the Americans and British invaded Iraq.

If you read up on The New World Order, something that people have talked about and feared for years there are always some common threads, no matter which version you read. Here are two, and the when you look at the present day happenings it is getting harder and harder to excuse it as the ravings of nut jobs:

I. The Melt Down Of Financial Institutions:

A) The dismantling of American Savings & Loan Banks in the 1990s caused by the Fed’s high-interest loans to the US government & forced low interest loans of the S&Ls.

B) The dismantling of independent banks such as the recent takeover of Bear Stearns byJP Morgan and the Jewish-owned Federal Reserve Bank. (Bear Stearns was forced by the Fed to loan money to unqualified borrowers or be sued causing its collapse.)

C) The dismantling of national banks by the Jewish International Finance Cartel run by the Rothschilds of London & France.

II. The Melt-Down Of National Borders:

A) The invasion of illegals into the US.
B) The invasion of Muslims throughout Christian Europe.
C) The invasion of alien cultures into the Christian West.

On Friday it was announced that: Obama Cuts Border Patrol Agents – as of Oct 1st by Nearly 400 – Video (1300 miles of U.S. Border are not effectively under control. There are drug wars in Mexico and the threat of more terrorist attacks is high… so ask yourself why? Perhaps to create an emergency to allow… You fill in the blanks. (But it appears that due to pressure and outrage over the weekend, the reduction has been scrapped, as least for now… most articles referring to the border patrol reduction have also been pulled… but it proves that “the people” can make a difference!)

GOP's next target: John Murtha's airport

Conservatives feel as if they’re on a roll these days, with White House adviser Van Jones chased out of town and ACORN funding deleted in an appropriations bill.

So their next stop? Pennsylvania Rep. John Murtha’s airport.

Sen. Jim DeMint (R-S.C.) has asked for a vote to remove federal funding from the John Murtha Airport in Johnstown, Pa., which has received upward of $150 million in subsidies even though it has only three flights a day — all to Washington.

The House killed a similar amendment in May, but that was before the real surge in public dismay over federal spending and before the town hall chaos of the August recess. So the Senate vote could be different — and it may be harder to say no to such an amendment while the Senate is just starting to digest the $800 billion health care bill.

“This is a test to see how serious we are about stopping wasteful spending,” DeMint said in a statement. “If we can’t stop this ridiculous abuse of taxpayer funds for a deserted airport, we can’t stop anything.”

On Friday, Senator DeMint’s amendment was squelched again…

Some Solutions:

The U.S. is expected to spend about $36.7 billion on its foreign aid budget next year, but large chunks of that money will be going to countries whose leaders openly vilify the U.S. -- and to others that are already rolling in dough.

Much of the foreign aid budget is spent on military, disaster and humanitarian assistance. But some of the spending for 2010 will be heading to countries where dictators rule:

• $98 million to persuade Kim Jong-il of North Korea to give up nuclear weapons
• $20 million for political prisoners and political rights in Castro's Cuba
• $6 million to promote civil society in Hugo Chavez's Venezuela
• $500,000 for border security in Muammar al-Qaddafi's Libya
• $26 million to help train police in Evo Morales' Bolivia
• $56 million to support the rule of law and human rights in Vladimir Putin's Russia, arguably one of the world's richest nations

The question is, do any of the programs work? Many Critics say some recipients of U.S. aid are capable of covering the costs themselves.

In Colombia, where the U.S. spent $38 million to improve human rights in 2008, State Department auditors concluded five of six program areas failed.

The U.S. provided $18 million to improve governance in Honduras, but auditors found nearly all of the 28,000 trained by the U.S. will be replaced after elections in November.

Elsewhere, the Office of Middle East Programs oversees almost $4 billion in U.S. aid to countries like Egypt, Lebanon, Jordan and the Palestinian Authority. Auditors found it nearly impossible to evaluate program success because the office operates without a management plan and didn't have any reliable data to actually measure anything.

Instead:

Lefty Protesters Get Violent at G-20, No One Frets About State of Republic

It is looking more and more that Obama is interested in running for President of the World, not the independent republic known as the United States.

Here's the Huffington Post take on left-wing protests in Pittsburgh yesterday, which erupted in violence, as globalization protests always do:

Protesters have taken to the streets of Pittsburgh in opposition to the Group of 20 summit taking place Thursday and Friday. The protests have turned violent, the AP reports, with demonstrators rolling trash bins towards police, and officers firing tear gas back. Read more here.

Why, HuffPo, you have of late, but wherefore I know not, found all your mirth when it comes to violent protests. Remember my tally of "violent" acts for the entire month of August town halls?

That's the full list of documented violence from the August meetings. In more than 400 events: one slap, one shove, three punches, two signs grabbed, one self-inflicted vandalism incident by a liberal, one unsolved vandalism incident, and one serious assault. Despite the left's insistence on the essentially barbaric nature of Obamacare critics, the video, photographic, and police report evidence is fairly clear in showing that 7 of the 10 incidents were perpetrated by Obama supporters and union members on Obama critics. If you add a phoned death threat to Democrat representative Brad Miller of N.C., from an Obama-care critic, the tally is 7 of 11.

And if you extend the census into September, you can add the most severe injury of all, which happened during a fight at a September 2 rally backing Obamacare in Thousand Oaks, Calif., hosted by the left-wing activist group MoveOn.org. Police have not determined who started the fight, but it ended when one of the Obamacare supporters "bit off the left pinky" of counterdemonstrator William Rice after Rice threw a punch, according to police.

Via Caleb Howe, here's how the HuffPo (as a symbol for left-leaning media and pundits, alike) treated the Tea Party protesters, who perpetrated barely three acts of documented violence in August and zero documented acts of violence, property damage, or arrests on 9/12, despite a gathering of hundreds of thousands of protesters in the capital.

Wherefore the wringing of hands and overwrought newscasts about the future of our very nation? Guess it'll take more than a measly 66 arrests, some damaged businesses, barrels and rocks thrown at law enforcement, setting fire to posters, and parading around like anarchists before the media starts worrying. If only there had been someone there with a rude sign about Obama...

Freelance Photographer- This is in regard to that site, concerning the video clip of a G20 arrest. That is a very suspect, fishy video. Love the old camo mix from head to foot is the first clue. Second clue --- Funny thing --- they have no weapons. And the tags on the car certainly are not official anything. What is up with this? But I hope someone investigates this because I believe --- 100% ---- certain in my mind this is FAKE!

It appears to me that the gov't jumped the gun a bit with the teargas, but the fact that there is not a peep from Nancy Pelosi or anyone about these violent protests after reaming tea party and town hall attendees says a lot about Nancy Pelosi and the rest of the liberal Dems!

  Whether it is ignorance, treason, part of the great plan of a New World Order, that Obama is a puppet, or that Obama is an Islamic Follower... at heart - take your pick - but his actions are inexcusable, scary and un-America, at least if we want to keep the American and World that we know!!!
